1. The work shall be completed in all respect in One month after handling over the site.

2. Top quality workmanship and neatness shall be maintained in cabling works and its termination in junction boxes.

3. Quantity of items in the schedule may be varied subject to the site requirement and payment will be made to the actual quantity of the materials used for the work.

4. On site guarantee for all the installation shall be One year after the successful completion and commissioning of the installations.

5. All the terms and conditions in the tender shall be binding on the contractor (vide GO (P) 245/76/PW dated 19.11.76)

6. Bidder should submit Authorization letter and support for one years from the Original Equipment Manufacturer (OEM) addressed to customer for the offered Camera. Bids without OEM Authorization letters will be rejected. Format is enclosed. Vendors are free to give authorisation or support letter in the principal company format provided it should have clear mention about the case specific authorization & three year warranty support.

7. Bidder is required to submit technical datasheets of all products and installation manuals of all products, technical bids, without these documents, shall be considered incomplete and will be rejected.

8. The bidding firm needs to have a registered local office in Kerala. Credentials showing the above shall be submitted along with the Technical bid.

NOTICE INVITING TENDER

Sealed Tenders are invited by the Secretary, Kerala Press Academy, Kakkanad, Kochi – 682 030 for the Supply, Installation, Testing and Commissioning of ENG Camera and related accessories at Kerala Press Academy, Kakkanad from leading firms.

The Tender documents can be obtained from the Press Academy office on cash payment of Rs.1100/- + 5% VAT, on any working day during office hours from 19.7.14 to 2.8.14. The amount so paid is not refundable.

Sealed tenders should be addressed to the Secretary, Kerala Press Academy, Kakkanad, superscribed with Tender No…………………………………………………………….

The owner reserves the right to reject all or any of the tenders and to accept in whole or part of any of the tenders without assigning any reason for doing so.

Earnest Money Deposit is Rs.13500/- (Rupees Thirteen thousand and Five hundred only) in the form of demand draft from a scheduled bank. Deposit at call receipt or post office/National Savings/Treasury Savings Certificate duly pledged in favor of the Secretary, Kerala Press Academy, Kakkanad, Kochi.

EMD of the unsuccessful tender will be refunded without any interest within the firm period of 45 days from the date of opening of the building. EMD may be forfeited due to the following.

If a bidder withdraws his bid during the period of validity specified.
If the successful bidder failed within the time limit to sign the contract document or fails to furnish the required security deposit.

A preliminary agreement to be executed on Kerala Stamp paper worth Rs.100/- and submitted belong with tender .

SECURITY DEPOSIT

The successful tenderer will deposit an amount of equal to 5% of contract value subject to a minimum of Rs. 27000/- as specified in the selection notice.

PERIOD OF VALIDITY

The tender shall remain valid for acceptance for a period of 30 days from the date of opening of the tenders.

CONDITIONS OF CONTRACT

Time is the essence of the contract. Time of completion allowed is 30 days.
The letter of intent shall be issued soon followed by the formal work order.
The contractor shall be invariably the responsible to pay compensation to the workers employed by him for any injury sustained by them during the course of the employment.
All the works should be executed as per the instructions of the Electronics Engineer.
The work should be completed in all respects within the time limit specified in the work order/agreement, which will be calculated from the date of signing the agreement for the work by the contractor.
If the work is not completed in all respects within the prescribed period of completion, penalty at the rate of 1% of the balance work to be done will be imposed on the contractor for each day of the prolonged period of completion if the delay is due to the fault of the contractor.
The payment shall be made as per prevailing PWD rules.
All the accessories and materials used for the work shall be of approved makes only.
All repairs and patch works be neatly carried out to match the original finish at their own cost and to the entire satisfaction of the works.
The contractor shall make his own arrangement at his own cost for all general and special T&P required for the work.
Preferred make to materials as per attached sheet. If any other materials are to be used for the works, prior approval should be obtained from the Engineer in advance.
Rate once fixed will not be escalated.
No sub contracting is permitted.
To take care of any departmental delays or delay occurring due to unexpected technical problems faced during execution of a work a grace period of 2% of the original time of completion will be allowed, if found necessary to complete the work. The officer granting grace period will record the reason for allowing the extension in detail. The grace period will not be granted if the extension is necessitated to the default on the part of the contractor.
Time for executing agreement:- Time allowed for executing agreement without fine will be 10 days from the date of acceptance of tenders.

Special Conditions

1. The work shall be completed in all respect in One month after handling over the site.

2. Top quality workmanship and neatness shall be maintained in cabling works and its termination in junction boxes.

3. Quantity of items in the schedule may be varied subject to the site requirement and payment will be made to the actual quantity of the materials used for the work.

4. On site guarantee for all the installation shall be One year after the successful completion and commissioning of the installations.

5. All the terms and conditions in the tender shall be binding on the contractor (vide GO (P) 245/76/PW dated 19.11.76)

8. The bidding firm needs to have a registered local office in Kerala. Credentials showing the above shall be submitted along with the Technical bid.

10. None of the products quoted should have been declared End of Life at the time of delivery.

Sealed Tenders are invited by the Secretary, Kerala Press academy, Kakkanadu, Kochi – 682 030 for the Electrical work of “Standardization of electrical Installation for the Press Academy Building, Kakkanadu from leading contractors who having valid License issued from the KSEI/PWD A/B class to carried this type of works.

The tender documents can be obtained from the Press Academy office on cash payment of Rs. 500/- + VAT, on any working day during office hours from 30-07-2013 to 17-08-2013. The amount so paid is not refundable.

The owner reserves the right to reject all or any of the tenders and to accept in whole or part of any of the tenders without assigning any reason for so doing.

The successful tenderer will be required to sign an agreement in a form approved by the Owner for the fulfillment of the contract. But the written acceptance of the tender by the owner will constitute a binding agreement between the Owner and the person so tendering whether such formal contract is or is not subsequently entered into.

EMD

Earnest Money Deposit is Rs. 5500/- (Rupees Five thousand and five hundred only) in the form of demand draft from a scheduled bank. Deposit at call receipt or post office/ National savings/ Treasury savings certificate duly pledged in favour of the Secretary, Kerala Press Academy, Kakkanadu, Kochi.

EMD of the unsuccessful tender will be refunded without any interest with in the firm period of 45 days from the date of opening of the bid. EMD may be forfeited due to the following.

If a bidder withdraws his bid during the period of validity specified
If the successful bidder failed within the time limit to sign the contract document or fails to furnish the required security deposit.

A Preliminary agreement to be executed on Kerala stamp paper worth Rs. 100/- and submitted along with tender.

SECURITY DEPOSIT

The successful tenderer will deposit an amount equal to 2.5% of contract value subject to a maximum of Rs. 5500/- as specified in the selection notice.

The security deposit will be released after expiry of 12 months of the defect liability period from the date of completion of the work.

Income-tax and work contract tax at the rate prevailing at the time of payment will be deducted from each running bill and final bill.

PERIOD OF VALIDITY

The tender shall remain valid for acceptance for a period of 30 days from the date of opening of the tenders.

CONDITIONS OF CONTRACT

Time is the essence of the contract. Time of completion allowed is 30 days
The letter of intent shall be issued soon followed by the formal work order.
The contractor shall be invariably be responsible to pay compensation to the workers employed by him for any injury sustained by them during the course of the employment.
All the works should be executed as per the instructions of the Electrical Engineer / Electrical consultant.
The work should be completed in all respects within the time limit specified in the work order/ agreement, which will be calculated from the date of signing the agreement for the work by the contractor.
The contractor shall be bound to do any excess quantity over and above schedule at his agreed rates
If the work is not completed in all respects within the prescribed period of completion, penalty at the rate of 1% of the balance work to be done will be imposed on the contractor for each day of the prolonged period of completion if the delay is due to the fault of the contractor.
The payment shall be made as per prevailing PWD rules.
All the accessories and materials used for the work shall be of approved makes only.
All accessories and materials shall be inspected on receipt at site. Any defective and damaged materials shall be removed from the site and replaced under advice to the electrical consultant.
All accessories and materials shall be stored in a clean and dry place.
Drawing shall be prepared by the contractor in consultation with Consultant and necessary approval shall be obtained from the Electrical Inspectorate / Pollution Control board as the case may be before commencing the work.
No tools and plant will be supplied by the owner. The contractor will have to bring his own tools and plant and all equipments required for the work.
The contractor should have minimum A/B grade contractor’s License obtained from Electrical Inspectorate to execute the works. The works have to be carried out with the person who posses valid wireman license
All the control switches for point wiring and plug point shall be of modular type. 5 pin socket shall be of the same make and type to maintain uniformity and be got approved by the Engineer prior to its installation.
Bad work man ship is liable to be rejected in total
All repairs and patch works be neatly carried out to match the original finish at their own cost and to the entire satisfaction of the works.
All the debris due to the electrical works shall be cleared and shall be kept clean by the contractor till completion of electrical works.
The contractor shall make his own arrangement at his own cost for all general and special T&P required for the work.
All metal boxes housing control switches, regulators, and plug sockets etc. shall be properly earthed and no extra amount is payable on his account.
Colour code for the wiring shall be followed strictly.
MCB/RCCB/ELCB/ROCB/Isolators etc; shall be of same make as MCB DBs
Modular type metal boxes, inter and outer type, control switches, sockets etc. shall be same make from the list of approved materials.
Three plate ceiling rose shall be used wherever necessary.
On completion of the work the contractor has to supply completion plan to suitable scale In machine laminated form.
The contractor shall also supply insulation and earth test repot, before the installation are handed over to the Engineer in good condition.
Preferred make to materials as per attached sheet. If any other materials are to be used for the works, prior approval should be obtained from the Engineer in advance.
The contractor has to arrange and get necessary sanction from KSEB/ Electrical Inspectorate by preparing and submitting necessary drawing to KSEB/ Electrical Inspectorate for which no extra payment will be made to the contractor. Any how fees payable to the Inspectorate will be re-impursed to the contractor on production of original receipt issued by the Inspectorate/KSEB. Payment for final bill released only on submission of the above sanction.
Wiring shall confirm to IS 732. Wiring shall not cross room through roof slab.
Light wiring and power wiring shall be segregated.
The points of connection in wires shall be properly soldered.
Bare copper conductors which came close to live exposed portions inside switch boards/ DB etc. shall be solved and connected by using suitable sockets.
Wires and copper conductors which come inside switch boards/ DB etc. shall be properly clipped with suitable ties, neatly arranged and dressed before giving connection.
Rate once fixed will not be escalated.
Joint of cable is not permitted.
Gland and amour of cable should be earthed.
The wiring should not have any possibly for neutral break.
The fabrication of panel board should be started only after getting approval from Electrical Inspector
No sub contracting is permitted.
Bottom of DB’s shall normally be fixed at a height of 1.5 mts. From floor level.
Normally switch board bottom shall be fixed at a height of 1.25 mts from finished floor.
Cable shall confirm to IS 1554 and shall have ISI marking.
Earthing shall conform to IS 3043/187.
To take care of any departmental delays or delay occurring due to unexpected technical problems faced during execution of a work a grace period of 2% of the original time of completion will be allowed, if found necessary to complete the work. The officer granting grace period will record the reason for allowing the extension in detail. The grace period will not be granted if the extension is necessitated to the default on the part of the contractor.
Period of extension:- First 1 month 1% of PAC subject to a minimum of Rs. 300/- and maximum of RS. 10000/-.
Time for executing agreement:- Time allowed for executing agreement without fine will be 10 days from the date of acceptance of tenders.
